Exceptional transport North–South Italy: what is it, how does it work? Here’s a useful guide.

Exceptional transport applies when the dimensions of a load exceed legal limits. It is regulated by the Italian Highway Code and requires a specific circulation permit. To avoid logistical issues, planning must be handled by industry professionals.

What does “exceptional transport” mean?

“Exceptional transport” refers to any operation involving the movement of heavy goods or loads that exceed permitted size limits—such as boats, yachts, combine harvesters, stone blocks, bridge structures, industrial boilers, generators, containers, and more.

From North to South, exceptional transport is more common than many people think, and it always requires careful planning of the delicate loading, transport, and unloading stages—while fully complying with bureaucratic requirements. As mentioned, exceptional transport is regulated by the Italian Highway Code.

What does Italian law say about exceptional transport?

Articles 61 and 62 of the Italian Highway Code define the permitted dimensional limits for transported loads.

Vehicles must be treated as exceptional transport when they exceed the following size and weight limits:

  • Length:

    • Cars, tractor with trailer or semi-trailer: 16.50 m

    • Truck with trailer: 18.75 m

  • Width:

    • All vehicles: 2.55 m

    • Temperature-controlled transport: 2.60 m

  • Height: 4.00 m

  • Weight:

    • Two-axle single vehicle: 18–20 tonnes

    • Articulated vehicles with 3 or more axles: 24–44 tonnes

Italian regulations require exceptional transport to be entrusted to certified, qualified personnel who operate in full compliance with safety rules and plan the route with extreme care—avoiding low bridges, narrow roads, and other obstacles.

How many types of exceptional transport are there?

Below are the main types of exceptional transport:

  • Exceptional road transport: the most common type, and also the most restrictive and strictly regulated.

  • Exceptional air transport: carried out using cargo aircraft; it is the fastest transport option.

  • Exceptional rail transport: moved via the national railway network; it requires an authorized vehicle to transfer the load from the station to the delivery address.

  • Exceptional sea (maritime) transport: shipping is carried out on a dedicated vessel; the main drawback is slower delivery times.

Who must the permit application be submitted to, and when?

Exceptional transport requires a specific circulation permit. Without it, transit on public roads in Italy and across Europe is not allowed.

To obtain the permit, the request must be submitted to motorway, state-road, or provincial-road authorities at least 15 days in advance.

Which documents must be attached to the permit request?

The application for an exceptional transport permit must include:

  • Vehicle insurance

  • Technical data sheet for the vehicles, with authenticated signature

  • Coupling/connection document

  • Power of attorney and delegation

  • Declaration of responsibility (also to be provided in original form)

  • Copies of vehicle registration documents

  • Purchase/work order justifying the transport

What are “work vehicles” in exceptional transport?

“Work vehicles” are vehicles declared suitable for transporting materials and equipment for:

  • Construction and building (cranes, excavators, etc.)

  • Road works (line-marking machines, rollers, pavers, etc.)

  • Mining and extraction activities (drills, conveyor systems, etc.)

  • Forestry work (tractors, forestry trailers, etc.)

  • Steel and industrial operations (presses, bending machines, etc.)

Technical escort: what is it and when is it required?

If a lane is narrower than 3.5 m, or whenever the vehicle is wider than the roadway, the law requires a technical escort. In simple terms, exceptional transport must be accompanied by specialized personnel (police or authorized escort units).

Exceptional transport and time restrictions

Specific time restrictions apply to vehicles subject to a maximum speed limit of 40 km/h, longer than 35 m, or wider than 3.5 m. In these cases, circulation is allowed only from 9:00 PM to 6:00 AM.
